As used in this article, the following definitions shall apply unless the context clearly requires otherwise.
(a) Residential Designed Manufactured Home and/or Modular Home - A structure which is transportable in one or more sections, designed to be used as a dwelling on a permanent foundation when connected to the required utilities and includes plumbing, heating, air-conditioning and electrical systems contained therein, and consist of a pre-fabricated or panelized housing unit on a chassis, built according to and meeting the national manufactured home construction and safety standard (HUD, June 15, 1976), as may be amended.

(a) The structure shall consist of a prefabricated or panelized housing unit on a chassis, built according to and meeting the National Manufactured Home Construction and Safety Standards (HUD, June 15, 1976), as may be amended and any applicable building codes adopted by the city.
(b) The land on which the unit is located and the unit itself constitutes real property.
(c) The unit is comparable to site built housing and has a residential rather than a recreational appearance and the longest exterior dimension of the manufactured or modular home is less than three times the most narrow exterior dimension.
(d) The unit has at least 880 square feet of first floor living area.
(e) The unit has a minimum width of 22 feet.
(f) The roof has a pitch of at least two inches in every 12 inches.
(g) There is a minimum of 10 inch roof overhang.
(h) The roof is of composition, wood, tile or similar material, but excluding corrugated fiber-glass, corrugated aluminum or other metal roofing surfaces.
(i) The siding is of materials that are customarily used on site built homes, but excluding smooth, ribbed or corrugated metal or plastic panels. The exterior covering material must extend to the ground, except that, when a solid concrete or masonry foundation is used, the exterior covering material need not extend below the top of the foundation.
(j) The unit was constructed after June 15, 1976.
(k) The unit is permanently attached to a basement, crawl space, slab or similar masonry foundation and the foundation shall form a complete enclosure under the exterior walls.
(l) The unit does not have wheels, axles, hitch and towing apparatus.
(m) Foundation and tie-down construction shall be pre-engineered by a structural engineer.
(n) Site preparation and utility connections shall be in accordance with locally adopted building codes.
(o) The first floor of the home shall not be more than 20 inches above the existing grade of the lot and a front porch of a minimum of 15 square feet shall be required.

The placement and or replacement of manufactured or modular homes shall be in keeping with the character of the neighborhood; shall be consistent with the zoning and uses made of nearby parcels; shall be on a suitable parcel, and shall not adversely affect surrounding properties, and shall agree with and implement the comprehensive plan of the city.
