For the purpose of this article, the following words and terms shall have the following meanings:

(a)   Structure shall include any building, wall, superstructure or other structure which requires location on the ground, or is attached to something having a location on the ground.

It shall be unlawful for any person to demolish a structure within the city without first having obtained a permit to do so issued by the city council of the city. Each application for any such permit shall pay to the city a fee therefor in such amount as the city council shall require.

All demolition work performed in the city shall comply with all building, plumbing and electrical codes of the city pertaining to demolition of structures as well as all demolition work standards, rules and regulations in effect in the city pertaining to demolition of structures.

Before any permit shall be issued, the governing body may require the applicant therefor to post a performance bond in an amount to be set by the city council either in cash or by a commercial bonding company assuring that all demolition work has been completed pursuant to all applicable city codes, demolition standards, rules and regulations within the time limit of the permit shall be established by the city council of the city.
