The governing body may designate by ordinance through streets or stop and yield intersections on other streets, and may determine at which entrance or entrances stop or yield signs shall be erected and maintained. When signs are erected giving notice thereof, drivers of all vehicles shall stop or yield as the sign directs before entering any through street or any such intersection.

The driver of every vehicle shall come to a full and complete stop at the street line of any intersection within a school zone in response to a school stop sign which is in place at such intersection and shall not proceed until such intersection is cleared of children or other persons attempting to cross the street at said point.

The following streets are hereby designated as through streets:
(a) Main Street from the south city limits to the north city limits.
(b) Blanchard Avenue from the west city limits to Main Street.
(c) First Avenue from Main Street to State Street.
(d) Sixth Avenue from the west city limits to Poplar Street.
(e) State Street from Main Street to Poplar Street.
(f) Poplar Street from State Street to Kansas Avenue.
(g) Kansas Avenue from Poplar Street to the Frank Hart Crossing.
All other streets within the corporate limits of the city are hereby restricted to local pick up and delivery or local destination only.

The governing body may by ordinance prohibit or limit the stopping, standing or parking of vehicles on any street or alley where deemed necessary and in so doing may designate zones or places where drivers of vehicles shall not park, stand or stop any vehicle at any time or during specified times. When signs are erected prohibiting or limiting the parking, standing or stopping on any street or alley, no person shall stop, stand or park in a vehicle in such designated place in violation of any such sign.
(a) There shall be no parking on the west side of Poplar Street between Avenue D and Avenue E on days that school is in session.
(b) There shall be no parking at any time on either side of 8th Avenue and 10th Avenue from Main Street east to Poplar Street
(c) There shall be no parking at any time on any city right-of-way within the corporate limits of the city with the exception of loading or unloading any vehicle, but not to exceed 30 minutes.
(d) The term right-of-way for purposes of this article shall mean that portion of property between the curb line of a public street and the boundary line of private property which is adjacent to city streets.
(e) This prohibition shall not apply to rights-of-way along Main Street from 10th Street to Fourth Street.
(f) There shall be no parking at any time in the alley running north and south between 1st Street on the north and Blanchard Avenue on the south which said alley is adjacent to Main Street on the west and Walnut Street on the east.
(g) There shall be no parking at any time on either side of Des Moines Street between Main Street and Walnut Street.
(g) There shall be no parking in the 400 block of South Poplar Street east alley from Poplar Street extending 131 feet east on the south side of the alley.

In addition to those signs authorized in sections 14-201 and 14-204 the governing body may by ordinance authorize the erection of such other signs or traffic control devices as may be necessary to direct and control traffic upon the streets and alleys within the city. When such signs or devices have been erected it shall be unlawful for any person to operate a vehicle in violation of any such sign.

The governing body shall by resolution establish parking places for the exclusive use of handicapped persons upon the streets, highways and public parking places of the city. When signs designating such handicapped parking places have been posted it shall be unlawful for any person except those who are handicapped to park in such places.

It shall be unlawful for any person to park any vehicle for a period longer than 72 hours continuously in the same place on any street within the city.

It shall be unlawful to park a truck with a registered gross weight over 16,000 pounds or a bus, truck, tractor, road tractor, farm tractor, trailer or semi-trailer on any street in a residential district for longer than 2 hours except that parking longer than 2 hours is permitted when it is necessary for the loading or unloading of merchandise and a permit issued by the traffic division of the police department authorizing the same is in the possession of the operator or in the vehicle at the time the vehicle is parked over 2 hours. These permits shall be issued for each instance over-parking is necessary.

It shall be unlawful for any person to drive or operate or permit to be driven or operated, any vehicle having a gross weight in excess of the gross weight listed on the vehicle registration for that vehicle anywhere in the city.

The following streets are hereby declared to be major trafficways within the city:
(a) All of Main Street from the north city limits to the south city limits.

(a) All of Poplar Street, including all intersections, from the north city limits to the south city limits;
(b) Kansas Avenue;
(c) State Street;
(d) East First Avenue from Main east to State Street.

No person shall operate or halt any vehicle upon highways or elsewhere throughout the city, in such a manner as to indicate a careless or heedless disregard for the rights of the safety of others, or in such a manner as to endanger or be likely to endanger, any persons or property.

Stop signs shall be erected in the city at the following locations:
(a) On the southwest corner and the northeast corner of the intersection of Elm and Avenue E stopping east and westbound traffic traveling on Avenue E.

(t) On the northeast corner of the intersection of Crystal Drive and Glass Manor Lane stopping westbound traffic on Crystal Drive.
(u) On the southwest corner of the intersection of James Way and Valley Pride Road stopping eastbound traffic on James Way.
(v) On the northeast corner of the intersection of James Way and Glass Manor Lane stopping westbound traffic on James Way.
(w) The intersection of Jefferson Street and 6th Avenue is designated a controlled intersection for the purpose of stopping traffic northbound on Jefferson. The police department of the city shall cause appropriate stop signs to be erected on the southeast corner of the intersection of Jefferson Street and Sixth Avenue for the purpose of stopping all northbound vehicles prior to entering the intersection at Sixth Avenue.
(x) That the intersection of Maple Street and Third Avenue is designated a controlled intersection for the purpose of stopping all traffic northbound and southbound on Maple Street. The police department of the city shall cause appropriate stop signs to be erected on the southeast corner of the intersection of Maple Street and Third Avenue for the purpose of stopping all northbound vehicles prior to entering the intersection at Third Avenue and on the northwest corner of the intersection of Maple Street and Third Avenue for the purpose of stopping all southbound vehicles prior to entering the intersection at Third Avenue.
(y) The intersection of Washington Street and Fourth Avenue is hereby designated a controlled intersection for the purpose of stopping all eastbound traffic on Fourth Avenue. The police department of the city shall cause appropriate stop signs to be erected on the southwest corner of the intersection of Washington Street and Fourth Avenue for the purpose of stopping all eastbound vehicles prior to entering the intersection at Washington Street.
(z) The intersection of Sunnydell Circle and Sunnydell Terrace is hereby designated a controlled intersection for the purpose of stopping all southbound traffic on Sunnydell Circle. The police department of the city shall cause appropriate stop signs to be erected on the northwest corner of the intersection of Sunnydell Circle and Sunnydell Terrace for the purpose of stopping all southbound vehicles prior to entering the intersection at Sunnydell Terrace.
(aa) The intersection of Blanchard Street and Elm Street is hereby designated a controlled intersection for the purpose of causing traffic on Elm Street to yield to traffic on Blanchard Street. The police department of the city shall cause appropriate yield signs to be erected on the northwest and southeast corners of this intersection, for the purpose of causing traffic on Elm Street to yield to traffic on Blanchard Street.
(bb) The intersection of Avenue A Street and Elm Street is hereby designated a controlled intersection for the purpose of causing traffic on Elm Street to yield to traffic of Avenue A Street. The police department of the city shall cause appropriate yield signs to be erected on the northwest and southeast corners of this intersection, for the purpose of causing traffic on Elm Street to yield to traffic on Avenue A Street.
(cc) The intersection of Blanchard Street and Maple Street is hereby designated a controlled intersection for the purpose of causing traffic on Maple Street to yield to traffic on Blanchard Street. The police department of the city shall cause appropriate yield signs to be erected on the northwest and southeast corners of this section, for the purpose of causing traffic on Maple Street to yield to traffic on Blanchard Street.
(dd) The intersection of Tenth Street and Main Street is hereby designated a controlled intersection for the purpose of causing traffic on Main Street to yield to traffic on Tenth Street. The police department of the city shall cause an appropriate yield sign to be erected on the southeast corner of this intersection, for the purpose of causing traffic on Main Street to yield to traffic on Tenth Street.
(ee) The intersection of Avenue D and Walnut Street is no longer a controlled intersection within the city. The police department of the city shall remove all stop signs located at this intersection.
(ff) On the Southeast corner of the intersection of Savannah Dr. and West Blanchard Ave., stopping North bound traffic on Savannah Dr.
(gg) On the Southeast corner of the intersection of Bluestem Dr. and West Blanchard Ave., stopping North bound traffic on Bluestem Dr.
(hh) On the Southwest corner of the intersection of Hemlock Dr. and Savannah Dr., stopping East bound traffic on Hemlock Dr.
(ii) On the Northeast corner of the intersection of Hemlock Dr. and Bluestem Dr., stopping West bound traffic on Hemlock Dr.
(jj) On the Southwest corner of the intersection of Hemlock Dr. and Bluestem Dr., stopping East bound traffic on Hemlock Dr.
(kk) The intersection of Friendship Road and 6th Avenue is hereby designated a controlled intersection for the purpose of stopping all northbound traffic on Friendship Road. The Police Department of the City shall cause appropriate stop signs to be erected on the Southeast comer of the intersection of Friendship Road and 6th Avenue for the purpose of stopping all northbound vehicles prior to entering the intersection at 6th Avenue.
