It shall be unlawful for any fortune teller, palmist, phrenologist, or clairvoyant to carry on or practice his or her business, trade or profession within the city, except by presenting himself or herself personally to the governing body of the city, in regular session and receive a special permit to carry on the business, trade or profession. In the event that such special permission is granted by the governing body, the fortune teller, palmist, phrenologist or clairvoyant shall obtain from the city clerk a license and shall pay therefor the sum of $250 per year.
