No person, either as principal, officer, agent, servant or employee, shall conduct, pursue, carry on or operate a billiard or poolhall in the city without first paying the following license or occupant tax:

$15 per calendar year for one table;

$5 per calendar year for each additional table.

The full amount of the license or occupant tax prescribed herein shall be immediately due and payable upon the commence of business and shall be renewed each calendar year or portion thereof thereafter.
