All city parks located within the city limits shall be closed to the public between the hours of 11:00 p.m., and 6:00 a.m., from the first day of October through the 30th day of April of each year, and between the hours of 12:00 midnight and 5:00 a.m., from the first day of May through the 30th day of September of each year.

No person, other than law enforcement officers or city employees engaged in city business shall either remain within or enter the city parks during the hours prescribed in section 12-201 when parks are to be closed to the public, unless special permission shall have been granted or the hours when a city park is to be open to the public have been extended for a specific period, by the governing body under the provisions of section 12-203.

The governing body may, in its discretion, grant special permission for a specific person or persons to be in the city park during closed hours, or extend the hours during which a city park is open to the public, for a specific purpose, occasion, or event, either of which shall be for a specific period of time, and upon proper application being filed, and notwithstanding the provisions of section 12-201 and 12-202 hereof.

Any person, group, association, or other body, may make application for special permission to be within a city park during the hours prescribed in section 12-201 hereof, or for an extension of the time when such park is to be open to the public. Such applications must be filed with the governing body at one of its regular meetings prior to the period of time sought to be covered by the application and permit. Any such application shall be in writing and shall state the name and address of the applicant, the specific period of time sought to be covered by the application, the purpose for the application and the nature and circumstances of the person, persons, event, occasion, etc. sought to be covered.
