There is hereby incorporated by reference for the purpose of establishing employee personnel rules and regulations, the document entitled “Personnel Rules and Regulations for the City of South Hutchinson.” No fewer than three copies of the documents shall be marked or stamped “Official Copy as adopted by Ordinance No. 373” and to which shall be attached a copy of this section. The official copies shall be filed with the city clerk and shall be open to inspection and available to the public at all reasonable hours.

The city in accordance with the provisions of K.S.A. 12-16,102 does hereby establish an employee benefit contribution fund for the purpose of paying the city’s share of employee benefits. The city’s share of the cost of employee benefits authorized for payment from the fund created shall include the following:

(a)   Social Security (FICA);

(b)   Kansas Public Employees Retirement System (KPERS);

(c)   Workmen’s Compensation benefits;

(d)   Employment Security, unemployment compensation benefits.

(e)   Personal Services -- Employee Insurance Deductible.

There is hereby adopted and incorporated by reference as if fully set out herein, a personnel classification and pay plan adopted by the governing body of the City of South Hutchinson, Kansas, and prepared by the League of Kansas Municipalities, dated March 9, 1995, and amendments thereto, if any. No fewer than three copies of the personnel classification and pay plan marked “Official Copy as Incorporated by the Code of the City of South Hutchinson, Kansas,” and to which there shall be published a copy of this section or the adopting ordinance attached, shall be filed with the city clerk to be open for inspection and available to the public at all reasonable business hours.
